Should all decisions of the N.C. Court of Appeals be “published,” or should "unpublished" decisions at least have the same precedential value as "published" decisions?

Board Unanimously Supports Resolution to Adequately Fund North Carolina
Courts.
Several years ago the NCADA's Board of Directors unanimously voted in favor
of a resolution to assure the independence of the North Carolina Courts and
to support the adequate funding of the Courts. Funding for North Carolina
courts has been at a crisis level for many years, and in response to this
funding crisis, the NCADA's Board of Directors communicated to the
Lieutenant Governor and all members of the N.C. General Assembly the need to
keep programs in place that will attract, and keep, quality candidates for
judicial positions. Since the formal passage of the resolution several years
ago, the NCADA Board of Directors has continued to favor and support an
independent and adequately-funded judiciary.
